The winning scheme for the Paviors 2004 Award is the town square Downham Market in Norfolk. The competitions, for paving schemes of quality, are held each year in conjunction with the Local Government News. In 2004 there were some twenty two schemes in this category. The LGN competition has six categories and received seventy eight applications in total.
The Judges, in awarding the paving award to the Town Square Downham Market, considered the project to be an excellent example of paving in York Stone, with interesting features including a water drinking fountain and a wall with five sulptured pictures drawn by local school children. The scheme has transformed a car park in the town centre into a town square where people can meet and concerts be held. The Town Clock, located in the Square, is currently being renovated and the town hall and other shops and offices around the Square are also being improved to create an environmentally interesting Square in this small town on the edge of the Fens.
On July the 14th the Master John Mills accompanied by the Paviors Award Judge, Mike Cottell, travelled to Downham Market to award a Certificate and "Street Button" to the Mayor of Kings Lynn and West Norfolk Borough Council, Councillor Paul Brandon, and the Mayor of Downham Market Town Council, Councillor Mrs Pat Roberts.
